Two men have been detained as a component of an investigation into the illegal deposit of many thousands of tonnes of refuse in a open field in the county of Oxfordshire.

Law enforcement reported that a 69-year-old was arrested at a residence in the town of Andover, while a 54-year-old was taken into custody in Slough, Berkshire in relation with the enormous heap of rubbish deposited near the area of Kidlington.

These arrests come after a previous report which exposed the presence of in excess of 500 illegal sites in the country of England, encompassing at a minimum of 11 so-called "large-scale sites" larger than 20,000 tonnes.

A representative for the environmental body commented that the detentions were for ecological and proceeds of crime offences and constituted a "crucial step" in continuing inquiries. The two individuals have been let go on conditional release.

Magnitude of the Problem

The tipping ground in Kidlington, situated between the Cherwell River and the A34, is thought to contain approximately 21,000 tons of rubbish in a mound which is up to 150m (490ft) lengthwise and 6m (20ft) high.

This pile of waste is composed of what looks to be sorted household waste, chopped up plastic items, Styrofoam, automobile tires and various household articles.

It constitutes just one example of 517 unlawful tips throughout the country, at a minimum of 11 of which hold over 20,000 tons of rubbish. These include a 280,000-tonne site in Cheshire, two 50,000-tonne sites in Lancashire and Cornwall and a 36,000-tonne tip in the county of Kent.

The actual number of such major locations is probably to be larger, as the environmental authority has previously indicated it does not maintain information on weight for each illegal site.

Most sites are in agricultural locations, typically out of sight, and on land that is intended to be arable property.

Organized Operations

Law enforcement report numerous are managed by criminal organizations, who are earning cash by demanding much less than legitimate companies to receive and landfill waste.

Businesses have to incur site fees to use licensed landfill sites, based on the volume and type of waste they are trying to discard, and a disposal levy is also applied at just over £126 per tonne.

Community Outrage

Preparation efforts to remove the Kidlington dump began in recent weeks due to worries over the risk of blaze and the consequences that would have on the nearby highway.

A private waste removal company has been given the contract to deal with the location over the coming 12 months period at a cost of £9.6m.

An enforcement manager for the country's regulatory unit stated that the agency would be seeking to recover the remediation costs under asset recovery acts from any party convicted at the end of its ongoing inquiry.

She further stated that these arrests would help "push the investigation forward" and enable officials to "follow more avenues to understand in detail what occurred and who was implicated".

"The unauthorized tip at Kidlington was an shocking and deliberate assault on our natural surroundings and we understand the public's outrage at this egregious offence," she stated.

A senior representative supported the detentions, stating: "The illegal dumping of garbage at Kidlington is utterly appalling and has led to significant damage to the environment and anguish to the local population.

"Our authorities is dedicated to stamping out this category of crime throughout the nation, by increasing funds to tackle environmental crime, employing more personnel and implementing tougher controls and fines for those who violate the rules."

The apprehensions were carried out on a recent Thursday by agents from a regional crime squad and follow an previous detention of a 39-year-old from the Guildford area area in last November. He was let go pending further investigations.
