UK Councils Intend to Dispose of Social Clubs and Sports Centres to Balance Books

Based on a new survey of municipal councils, English councils are planning to offload community centers, sports centres, and retail spaces as they bet on a fire sale of assets to stabilize finances.

Increasing Fiscal Challenges Prompt Asset Sales

The Key Cities Group representing second-tier cities in the UK reported that six out of ten of local authorities are planning to dispose of properties to meet the escalating costs of adult and children’s social care.

Local governments have in the past faced criticism for disposing of public land and land to support their budgets, but they argue they must continue to raise vital cash from property disposals or declare themselves bankrupt.

The group said that a high proportion of councils seeking to raise money from a quick sale of assets marked “a distinct shift from 2024, when the majority (60%) of municipal officials said they would focus on service redesigns and utilising savings to manage growing fiscal pressures.”

Detailed Examples of Planned Disposals

Medway Council in southeast England said its property management strategy featured the disposal of a retail complex in Rainham and a social club in another town to generate 20 million pounds over the next half-decade.

  • Gillingham golf club and business parks owned in two English counties, which all provide rental income for the authority, will also be disposed of under the strategy.

Council Tax Rises and Wider Financial Pressures

This research of councils in the coalition, which includes several urban centers, further found that more than 70% of authorities will have to raise council taxes next April to address the rising cost of core provisions, higher levels of homelessness, and a persistent accommodation deficit.

The authority said it will proceed with asset sales after steep rises in the cost of youth support, special educational needs and disability (Send) provision, adult social care, and temporary accommodation.

“We are adopting innovative approaches but certain measures take time to achieve both improved services and cost efficiency,” stated Vince Maple.

He added: “There are demographic pressures which will persist to increase the strains we have. As a unitary authority, we had a 91% cut in our revenue support grant from 2010-24, which is extremely difficult.”

Countrywide Patterns and Forecasts

Research of county councils recently also found council budgets being strained by the increasing figures of children and adults requiring special educational assistance.

The County Councils Network projected that council deficits will hit 4.4 billion pounds a year by the end of the decade, as they grapple to cope with increased demand.

Ministers have put off planned reforms to the special educational needs framework until next year after a policy document setting out those changes has been postponed.

Deprivation and Financial Gaps

According to the latest indices of deprivation (the Index of Multiple Deprivation) covering UK local authorities, several key cities members were among the most deprived in England.

  • “Member cities like several major towns rank in the most deprived 30 across the country under the latest deprivation indices,” said the study.

“While only a single urban area is among the ten most deprived for disadvantaged communities nationally, urban areas are much more prone to be in the worst-off 20% of the nation. The figures highlights the extent of difficulties confronting local leaders across key cities in the coming year,” the report concluded.

“Council officials have been explicit about the necessity for a fair and sustainable funding system that accounts for and addresses the actual extent of disadvantage and need,” stated a council leader.

“Without this, councils will continue to face difficult decisions around which essential services to fund, and which to cut, to the disadvantage of their communities.”

A fifth of councils have cut or compromised social care provision in the past 12 months, the study found.
